How NEET Counselling Works: MCC and State Quota Explained
After the NEET-UG result, MBBS and BDS seats are filled through online counselling. There are two main tracks, and you can usually take part in both: the all-India quota run by the Medical Counselling Committee, and the state quota run by each state. Schedules and rules are announced fresh every year, so follow the official websites closely.
Track 1: All-India quota (MCC)
The Medical Counselling Committee (MCC) conducts counselling for:
- The all-India quota share of seats in government medical and dental colleges
- Seats in deemed-to-be universities
- Central institutions such as AIIMS and JIPMER, central universities and some other central seats
Track 2: State quota
The remaining government seats, and seats in private colleges, are filled by each state's counselling authority under its own rules for domicile and categories. In West Bengal this is the West Bengal Medical Counselling Committee (WBMCC). Read your state's information bulletin carefully for domicile proof and category rules.
The steps in each round
- Registration: sign up on the counselling website with your NEET details and pay the registration fee and any refundable security deposit the rules require.
- Choice filling: list colleges and courses in your order of preference. Add enough realistic choices; an empty list cannot be allotted.
- Choice locking: lock your choices before the deadline. Unlocked choices may be locked automatically at the end.
- Seat allotment: the result is published based on rank, category and choices.
- Reporting: report to the allotted college with original documents and fees within the given dates, or follow the rules for upgrading in the next round.
Rounds
Counselling runs in several rounds, followed by a final round for vacant seats. Rules on resigning a seat, upgrading, and keeping or losing the security deposit are different in each round. Read them before you join a round.
Common mistakes to avoid
- Filling too few choices, or only colleges far above your rank
- Missing the choice locking or reporting deadline
- Domicile, category or EWS certificates that are expired or in the wrong format
- Not knowing whether you may leave a seat in a given round without penalty
- Trusting anyone who offers a "management seat" outside the official process
Documents to keep ready
